In effort to better enforce the BYOB policies that every national fraternal organization has adopted regarding social events with alcohol, IFC presents the following procedures on how to best adopt these policies and how to run a social event in this manner.
Events at Chapter Houses
Planning:
1)Registration: All house parties must be registered with IFC one week in advance. $25 fine if it is late, JBoard hearing if it is not registered. The registration should include the location, theme, and time frame of the event, and names of three SOBER chapter representatives. The chapter representatives must be there the entire time and one of the three must be an executive board member.
2)Security: Chapters must either maintain their own security schedule, or contract an outside service. If an outside service is contracted, the chapter is responsible for informing them of the chapter’s and IFC’s relevant policies and guidelines.
3)Guest List: All parties must have either a pre-set guest list, printed and available, or issue entry tickets to guests, and then write their names down when they enter, based on their University or state-issued identification.
4)Capacity: A house party is limited to 5 guests per chapter member or the building’s capacity as determined by the fire marshal.
5)Alcohol: Anyone wishing to drink at the party must drop their beverages off at the bar that has been set up by the chapter. Please see alcohol check in system outline below. Checking in beverages is not allowed after 1 AM. Only packs/cases of single serving cans are allowed. The following drinks are forbidden: kegs, jungle juice, mixed drinks, or anything else that can be construed as a common source of alcohol.
6)A written ‘beer ledger’ must be maintained, listing the type and quantity of alcohol, as well as which guest brought it.
7)If any part of the event is to be outside, the chapter must enclose the area where guests will be in fencing, to prevent the party from spreading into streets and neighboring residences.
8)The chapter must post the Kolusis guidelines and emergency contacts at all entrances/exits, bars, and in high traffic areas.
9)The chapter must provide non-alcoholic beverages and snack foods free of cost to any guest that wants them.
During the event:
1)There should be at least 2 people at the front door checking guests’ IDs, as well as checking them off on the guest list or checking their tickets. The doormen should mark those who are 21, such as with a stamp or wristband. Only those over the age of 19 OR those with valid University IDs may be admitted to the function, even if they are on the guest list or have a ticket.
2)Alcohol Check-in: When a guest approaches the bar for a drink, they will present a ticket for the specific beverage they brought, and only then will they be given their drink. The bartenders have the right to ask for ID. All unopened alcohol cases/containers must be in the bar area, separate from the rest of the event. See below for detailed explanation of alcohol check-in system.
3)The doormen are not to allow open containers of alcohol into the event, nor allow anyone to leave the event with any alcohol, open or closed.
4)The officers registered must be sober and available to meet with Kolusis members when they come around to check the function.
5)Kolusis members will come to event at least once, and are to be allowed into the event after showing their identification, specifically, their Kolusis event sheet. After observing the event, they will sign off on a completed Kolusis observation checklist, and provide one copy for each participating chapter, and one copy for IFC/PHC records.
After the event:
1)Chapters must clean up their yard and exterior by 10am the next day.
2)Any questions regarding the Kolusis observation checklist or Kolusis members can be directed to IFC or PHC VPs Risk Management.
Alcohol check in system:
As per nearly all fraternity insurance policies, all events at chapter houses must be BYOB. They must also follow specific protocol on how alcohol is to be handled at these events. The following is a basic outline of these procedures. Please consult your chapter’s risk management guidelines and policies for more in-depth information.
Check in: The day of the event, guests over 21 years may bring their own alcohol to check in for the event. This alcohol must be in single serving containers (IE cans) and must be labeled with the guest’s name. For every individual container, the guest will be given a ticket with their name and the type of beverage listed. The alcohol will then be transported to the bar. No one is allowed to check-in alcohol after 1 am.
Ledger: The bartenders will then list the type and quantity of the alcohol on the ledger, as well as the guest’s name. The alcohol will then be placed behind the bar, away from the rest of the event.
Distribution: When a guest wishes to have a beverage, they must come to the bar and present one of the tickets they were issued and will receive one drink in return. The bartenders are to check for the wristband/stamp etc showing the guest is 21 or over, and they may ask for ID if they aren’t sure of the person’s identity. The alcohol may only be given to the guest that originally checked it in.
Kolusis Signs to be posted:
Official Kolusis [approved] signs with the following information must be posted at all social functions at the primary entrance, and near the alcohol distribution site:
Illinois Law prohibits consumption of alcoholic beverages by persons under the age of 21.

All alcohol is BYOB. If you did not bring it, you can’t drink it
Fraternity reserves the right to deny admittance to anyone even if they have a ticket or are on the guest list.
Fraternity reserves the right to ask anyone to leave.
All guests choosing to attend an event assume responsibility for their actions at the event.
